PSA announced on October 28, 2026 that its Value service tier — the entry-level grading option used by the majority of submitters — reopens Thursday, October 29 at 11 a.m. ET (8 a.m. PT), at $39.99 per card with an estimated 90–100 business-day turnaround.

The move ends a pause that began June 2, 2026, when PSA stopped accepting submissions at all four of its sub-$80 service levels — Value Bulk, Value, Value Plus, and Value Max — in an effort to control a grading backlog that had swollen past ten million cards. The cheapest open PSA tier for the past five months has been Standard, introduced in September at $59.99 per card.

What Was Announced

According to PSA's official announcement, the company is taking three actions at once:

  1. Value service reopens Thursday, October 29 at $39.99/card — a single reopened tier with an estimated 90–100 business-day turnaround and a $500 maximum insured value per card.
  2. Standard turnaround drops by ~20 days, from 90–100 business days to an estimated 70–80 business days.
  3. Priority turnaround drops by ~20 days, from 70–80 business days to an estimated 50–60 business days.

The new turnaround estimates apply to orders submitted starting October 28. Orders already in progress keep their original submission terms, though PSA says they "may benefit from increased speed."

"Pausing service levels gave us an opportunity to evaluate and streamline the services we offer, while also steadily moving toward both faster options for those customers who need expedited service and, as of this week, Value service that will open grading to the many customers awaiting lower-priced options. We have added an incredible amount of capacity, but we still have work to do, both on existing orders and ensuring our estimated turnaround times are accurate. Feedback from collectors is heard and directly informs how we are reopening our value services."

The History: How We Got Here

The Value pause wasn't a single decision — it was the end of an eighteen-month grind through the biggest backlog in the hobby's history. Here's the full timeline:

Date Event
Jan 2025PSA raises Express+ tiers; Value ($24.99), Value Plus ($39.99), and Regular ($74.99) unchanged.
Apr 2025Value turnaround estimates stretch to ~65 business days; TCG Bulk raised to $18.99.
Sep 2025Second price hike: Value → $27.99, Value Bulk → $21.99, Value Plus → $44.99; turnarounds grow again (Value Plus 20→25 days, Regular 10→15).
Feb 2026+$5/card across Value Bulk, Value, Value Plus, Value Max, and Regular; TCG Bulk folded into Value Bulk. Value reaches $32.99.
May 28, 2026PSA announces the pause of all four Value tiers, "tied strictly to operational milestones, not arbitrary dates," with a target of reducing the backlog below 5 million units.
Jun 2, 2026All Value tiers close to new submissions. Backlog sits above 10 million cards.
Sep 14, 2026PSA opens the new Standard tier at $59.99 (90–100 days, $1,000 max) — the first tier launched during the pause. Regular is renamed Priority ($79.99) and Walk-Through is renamed Premier ($599). Express rises to $199.
Oct 6, 2026PSA Backlog Tracker: 8.2 million units.
Oct 20, 2026Backlog down to 7.2 million — shedding roughly a million units per week, but still 2.2 million above the 5M reopening target.
Oct 28, 2026PSA announces Value reopens, plus 20-day turnaround cuts on Standard and Priority.
Oct 29, 2026Value service accepts new submissions at 11 a.m. ET / 8 a.m. PT.

Notably, the reopening arrives before PSA hit its own stated target. The company set "below five million units" as the milestone for restoring value tiers — the backlog was still at 7.2 million when the announcement landed. PSA's explanation: capacity has grown enough to open the door at a higher price point ($39.99 vs. the pre-pause $32.99), which "balances demand against available grading capacity."

New Value Pricing vs. Everything Else

The reopened Value tier lands at $39.99 — 21% higher than the $32.99 collectors paid in May. Here's how the full PSA lineup now stacks up:

Tier Price/Card Est. Turnaround Max Insured Value Status
Value Bulk$24.99—$500Paused
Value$39.9990–100 biz days$500Reopened Oct 29
Value Plus$49.99—$1,000Paused
Value Max$64.99—$1,500Paused
Standard$59.9970–80 biz days ⬇$1,000Open
Priority$79.9950–60 biz days ⬇$1,500Open
Express$19920–30 biz days$2,500Open
Super Express$34910–15 biz days$5,000Open
Premier$5997–10 biz days$10,000Open

One important caveat: new Value submissions queue behind the existing backlog. PSA stated plainly that Value orders sent in through the reopened tier "will take a backseat to all submissions currently in its queue." The 90–100 business-day estimate starts from intake — expect the realistic wait to sit at the long end of that range, or beyond, while the 7.2-million-card backlog drains.

Turnaround Time Changes

Buried in the same announcement was welcome news for people already in the system or submitting at higher tiers:

  • Standard: 90–100 → 70–80 business days (est.)
  • Priority: 70–80 → 50–60 business days (est.)

These are the first turnaround reductions PSA has announced since the pause began — a sign the capacity additions are finally outpacing intake. Both cuts apply to orders submitted on or after October 28.

What's Still Paused

Only the base Value tier reopened. Still closed to new submissions:

  • Value Bulk ($24.99, Collectors Club, 20-card min) — the cheapest PSA grading option ever offered. PSA says Bulk returns "eventually," likely as the backlog approaches the 5-million-unit mark.
  • Value Plus ($49.99, $1,000 max insured)
  • Value Max ($64.99, $1,500 max insured)

The sequencing matters: PSA is clearly reopening tiers in order of margin, not in order of original price. Value Plus ($49.99) stayed shut while Standard ($59.99) opened first — suggesting the Value Plus and Value Max price points are the next candidates for a phased return, possibly at higher prices too.

What It Means for Collectors

Graded-card supply was already tight at the low end. Five months without a sub-$40 tier pushed budget submitters toward SGC ($50 Standard, up from $15 in September), CGC ($20 Economy), and TAG ($29.95 Value, opened October 21). Value's return doesn't just restore an option — it ends the pricing gap that let competitors absorb the overflow.

The $39.99 price is a tell. PSA could have reopened at the old $32.99 and been buried instantly. Instead it priced Value $20 below Standard — enough to matter for bulk submitters, high enough to throttle demand. The math: a 20-card submission now costs $799.80 at Value versus $1,199.80 at Standard — a $400 spread that makes Value the obvious choice for anything that isn't time-sensitive.

Pop reports will lag for months. Modern value-tier submissions dominated PSA's pop growth pre-pause. Even with the tier open, the queue-behind-backlog rule means new Value cards won't flow into the market until roughly Q1–Q2 2027. Expect continued upward pressure on existing PSA 10 pops of hot modern cards through the holidays.

Cross-grader arbitrage is still real. TAG's new Standard tier is $59.95 — 4 cents cheaper than PSA's — with a 45-business-day turnaround and a 1,000-point Score included. For cards you want back before spring, the competitors' mid-tiers still win on speed. PSA Value only wins on price and resale premium.

Should You Submit?

Submit at Value ($39.99) if:
  • The card is worth under $500 and you're not in a hurry
  • You're submitting for long-hold value, not quick flips
  • The PSA premium matters to your exit strategy
Wait, or go elsewhere, if:
  • You need the card back before Q2 2027 — the queue-behind rule makes the low end of the estimate optimistic
  • You're a bulk submitter — Value Bulk ($24.99, 20-card min) is the real prize and hasn't reopened yet
  • The card's margin only works at the old $32.99 — the extra $7/card changes ROI math on thin-value bulk

And regardless of when you submit: pre-grade first. A $39.99 fee plus shipping still stings when a card comes back an 8 that needed a 9 to profit. Tools like our AI grading service give you a grade estimate and centering measurement before you commit a dollar — the difference between submitting 20 cards and submitting the 6 that actually pencil.
